What type of loan companies as for an upfront percentage of fees? Are they legitimate or merely a scam?

Due to my credit circumstances, I applied for a personal loan for people with bad credit. I really needed the money to consolidate some bills to give myself some breathing room on payday. I went online and applied to several loan compaines, some which were provided by Credit.com. I received numerous responses, some of which were not what I was looking for and some which I thought were too good to be true. Three of the companies agreed to loan me the amount I was requesting, without even asking for more information than provided and with a very reasonable interest rate, the draw back was they wanted a 5 to 10 percent fee paid upfront through telegram or wire. I thought this was rather unusual, I had never heard of these types of loan companies. Are these companies legitimate or simply a scam?
