Does this sentence have a grammatical problem?

An appeals court ordered the money returned, however, the IRS didn't comply.
a) no
b) Yes its a dangler
c) yes contains a comma splic
d) Yes lacks parallel parts

Answer:
b) Yes its a dangler
Don't keep me in suspense, was it the court's decision with which the IRS would not comply, or was it something else entirely?

Side note: Sometimes using prepositions as suggested can be just as confusing as not.
a
The punctuation after the word "returned" should be a semicolon (;), not a comma.
