I have never heard of a licensed tax consultant.

Anyone can do accounting or bookkeeping or tax consulting, they only need a business license.

Some states may have some requirements but most only require a business license.
Anyone has the authority to do accounting or bookkeeping. It's the experience and background which makes the difference in quality.
