Maryland CPA's/Accts Only? Please advise W-2 Queston.?

My brother works for the State of Maryland. His W-2 in 2006 shows the MD state ID number, to be the same exact number as the Federal ID number. They withheld $300 from his check. According to me, I think he will not get his refund money back if the State ID is Incorrect.
I've seen this happen before.
I called the Employer, the University of Maryland, and they gave me a short abrupt answer, of yes, that's that.
I called the state and am waiting to hear back. Have you found this problem?

Is there a special ruling in Maryland that says they are allowed to use their FEIN number as their State ID?

The state ID has 8 digits the FEIN has 9. Please enlighten me.

Answer:
I have worked for the University of Maryland, College Park Campus for over 5 years. The Federal and State ID numbers are the same. This is correct. I have filed my taxes without any problems.
I am a MD CPA. This will not cause a problem with filing the MD return or getting a refund. This box on the W-2 is often blank or incorrectly filled by the employers. It is usually a shortcoming in the payroll software being used.

Maryland does have a separate employer ID# from the FEIN. The employer should use the state # in the state withholding box of the W-2. However, when the employer is remitting the withholding and filing the year end reports, they are likely using a preprinted form which has the correct numbers for the state to apply the withholding. The state does not need to rely on this box to reconcile withholding remitted.
