Most states have public information pages that might let you search property tax. You can place the address in and it should show you who pays the property tax... These sites exist for most states. I wish I could help further but without an address I can't do much.
Your county tax Collectors office.
Google for county name appraisal district. i.e., Orange County Appraisal District. For most counties, you can enter the property address and it will give you the name and address of the owner.
In some cases, the name will be the name of a corporation. If you need the actual person's name, Google the county clerk's office and you can pull that up as well. If the corporation is not registered in your county, you can pull it from the secretary of state's web page.
An interesting trick I've learned from my apartment rental days - I don't know if this works for all counties. In my county, the appraisal district site has a button labeled "similar owner name". This will give you the list of properties in the county owned by the same person. I lived in a complex where we had some issues that were not being addressed by management. I looked up the owner, their other properties, and figured out which was his personal residence. I shared this info with other residents, and several of us sent letters directly to his home. The fact that we knew where he lived apparently freaked him out - he came out the following week, met with us, and started working on the problems.
