Human resources are things involving human beings--populations size, level of education, age and sexual distribution, managerial and organizational skills, work ethic, technology, etc.
Natural resources are those things found in nature--rivers, lakes, mountains, deserts, plains, bays & harbors, oceans & seas. We have to include water, minerals, plants, and animals in this category. We probably should include the different gases found in air also. (I would hesitate to say "air" generally, since air is found everywhere on earth. Certain levels of carbon dioxide or ozone may be useful, but too much CO2 or too little O3 seems harmful.)
Human beings apply their knowledge to take advantage of or to change natural resources. We dam rivers to better take advantage of water resources. Minerals (oil, gas, gold, iron, aluminum copper, coal, etc.) are on the ground or under the ground, but we determine how to mine them and to exploit them. In doing so we might move mountains. We can irrigate the deserts to turn them into fertile farmland, or we can overgraze and otherwise exploit fertile farmland and turn it into deserts. We destroy rainforests in order to farm, but often we end up with desert wasteland after a few years.
It can get tricky. While I mention both "plants" and "animals" as natural resources, I don't think we can or should include those plants cultivated on farms or gardens, yet I would include man-made forests. I think natural resources should include wild animals of all kinds, including those found in nature reserves, but excluding those found in zoos or circuses. Domestic and farm animals cannot be considered natural resources; nor would I include things cultivated on fish farms.
natural resources are that what we use as it comes from the ground with little modification such as clean water, beach sand, coal for heating fish from the oceans. human resources are those that we also use with little modification such as the answer to this question, the ability to trim ones own hair with out aid, attracting one of the opposite sex for fun, with out aid from someone or anything else. the ability to get up and go to work or school everyday with out the aid of an alarmclock or someone preaching every day is also a human resource to the community. good luck with your report.
