If you define a "discipline" as a field where there are defined best practices, and expected levels of performance, then yes PM is a discipline.
If PM is not implemented well, or if the project manager is ineffective, then PM becomes a cumbersome overhead activity that provides little value to the organization.
I'm not sure what you mean by a "discipline." Some schools treat it as a course of study.
Project management is basically just keeping track of everything that needs to be done on a project, in what order, and by whom and making sure that it goes as planned.
In reality most project management results in a huge waste of time where those doing the actual work are dragged into a lot of time wasting meetings, and project managers produce reams of useless documents in order to justify their salaries.
A good project manager, however, is worth his weight in gold. He protects the engineers from the politics of the project. He makes sure everything is in place to get the job done. He makes sure that everyone is in agreement about what needs to get done and when. A good project manager can make everyone's life a lot easier.
