Does the concept of a "review" make much sense in software development.?

OK if the intent is simply to mutate a copy of the system and see if existing tests
discover all the introduced bugs.

Because a review will introduce errors.

Much more so in times where "performance management" is rewarded.

Answer:
YES.Review is a novel concept which helps in effective building of software. It can throw up bugs that may not be found during the testing phase. It can also bring about more innovative and better ways of solving the same problem .

Reviews are to be done at every stage of the software development process. If this is done, errors can be found out as early as possible thereby also reducing costs incurred.

But making a team submit to reviews is the most difficult part. The team must be made to realise the necessity of it and that it is only for their own good.
