NEED the HELP of somebody good at security related stuff :( please?

Question:
i have a folder that i locked a few months ago(with a progr - folder password) for a week or so, then i unlocked it, and it stayed like that, only that it was coloured in blue i think (i mean, e.g. the name of a photo was blue, not black)..i didn`t mind that, cuz i could acces all the data..

but at some point i had to reinstall windows, so the folder is still there, only now it`s green..i can still see all the folders and the subfolders but if i try to preview a photo it says "no preview is availble", and if i try to open it with a photo editing program it says "access denied".. :(..in most cases i can see the little thumbnail

and i can`t change the "encrypt contents to secure data" :( (properties>advanced)

i tried reinstalling the folder password program again and it still doesn`t work..

i tried looking at the security options and i can`t really change anything, the only one who can access it is the old profile (that obviously is not active anymore) with it`s certificate :(
Its gone.
place it somewhere out of site and forget thats what I did.
check with the tech support of the folder password program. usually there is a way to get access to the data.
Go to security options.
Click on "Advanced" button below and in advanced security properties select "Owner " tab.
Here you shall find your new profile listed.Select your new profile
and check that check box saying " Replace owner on subcontainers and objects. "Click OK and windows shall decalre you new owner of this folder with acces to everything and rights to modify and delete.
Hope this will help, if not, cantact vendors of that software with wich's help you protected your folder.
Boot from a live Linux Distribution CD, such as Ubuntu http://www.ubuntu.com/getubuntu/download... for ease of use.
You will have full read access to the drive, and Linux will not recognize the permissions of the folder. Copy the contents (but not the folder, or sub-folders) to some form of removable media, like a USB flash drive or DVD/CD, or even transfer across the LAN using Samba to another computer (a little more advanced)
That should enable you to easily recover your "locked" data.
Perhaps in properties you have it marked as a read only file.
