As already stated before - Outsourcing of work...for HR that has been in almost all functional areas starting with transactional work as with Benefits Administration but also other core functional areas including Compensation, Recruiting, Employee Relations, etc. A related change is automation, employee and manager "self-service" where transactions and information needs are provided-processed via personal computers.
As transactional-administrative work is outsourced or eliminated the HR profession is required to contribute to business success through developing, building, sustaining stronger organizational performance. A focus area for HR has become Organizational Development, Organizational Effectiveness, and Change Management. Also HR professsionals are required to be more strategic, design and implement People Strategies that support and enable overall business strategy.
