Nothing is wrong.
The company didn't pay MS for a Windows Auth. and signature.
nVidia doesn't do this also but you know you can trust their drivers.
This is not an error message.
As for the wallpaper problem. Boot in Safe Mode and restore to a day before installing the web cam.
Maybe it had a corrupt driver.
your copy of window is not validated or in other words your copy of windows is a pirated one.
It essentially means that the vendor of the device did not submit it to Microsoft for testing. Therefore Microsoft cannot guarentee that the device will work properly with Windows.
Check the link below. Might be of some help but basically what it is saying is that the cam you brought will not work with windows that you have. You might can over ride it but there will be some issues with your system if you do this.
I did this once with a cam and a printer and windows did not like it. I had to re install it all the time. All I can say is do not install it any more.

XXX in this case is Microsoft Windows, either the webcam is too new in its design to put in request for Microsoft testing or they decided to bypass this marketing step entirely. You can just see if you can use the device without installing that piece of software and if the same desktop screwup appears, CTRL-ALT-DEL, modern Windows is showing Task Manager instead of reboot.
Usually you can ignore it, as it means MS neither made it or tested it for compatibility.
Check the manufacturer's website for answers, or call them.
just say yes it ok nothing bad will happen, happened with my old nvidia geforce 2 graphics card, it was old for windows xp but it still works
