The biggest role HR plays is in 1) ensuring a company is in compliance with all laws regarding employment and the workplace. That is incredibly important today- and very complicated; 2) helping to do HR planning. Often HR works with senior managment on issues around staffing which also contributes to the success of an organization since having the right people, paid appropriatelty, etc. is very important as well.
The unfortunate problem is that most of what people see of HR is them being petty bureaucrats who seem to simply rubber stamp company policies no matter how bad they are. But it is important to realize that HR is not there to be your advocate as an employee- you'll find that out soon enough. They are there to provide information to you (benefits, etc) and then look after the interests of the company via its personnel policies. That's why they are often powerless to help you and you need to go to others to really get things resolved.
HR people can even become pretty senior in organizations. But that is not typical since they are not in a line function.
Beside increasing the overhead expenses, it created such fantastic nonsense as 360 Reviews and diversity policy!
Since it's probably the only group in a company that isn't vying for line management jobs (at any level), it could be the honesty broker in the company. It can point out things others don't see because they are blinded by their ambition. For example, it can point out missed business opportunities, places where there are too many or too few people, and antiquated processes and procedures. I say it "could" do these things. But it takes a smart, strong, strategic, experienced person to do these things---something you don't always find in the HR organization. If you are one of these unusual people, you can have a great career in HR and make a huge impact!
