The Department of Unemployment has a mandate to distribute payments to the unemployed. A recently publicized case of a man receiving benefits in all four Maritime Provinces has lead to a review of the business procedures that lead to such a situation. You are the project manager of this effort and your investigation indicated many contributing factors. Many problems stem from the seasonal nature of much of the work in the Maritimes. Many people only work long enough to become eligible for benefits. When they stop working and apply for benefits, it takes a while to verify eligibility. Then, by the time they receive benefits, they have already started working again. By the time their benefits are stopped, they are unemployed again.
