A cost-benefit analysis would be easier to perform in a project management organizational structure? and Why?

Question:
A cost-benefit analysis would be easier to perform in a project management organizational structure? and Why?

Answer:
I disagree. A cost/benefit analysis can be performed on any organizational structure, assuming there is a rational basis for the organization. Project management may be well-designed for managing resources, scheduling and accountability, but it has little added value in this scenario. Any well-structured organizational structure can facilitate financial analysis.
