A question for the computer geek.?

Question:
OK, I write webpages and use javascript and Flash. When I run them locally on my computer to test in Internet Explorer before posting them to the web, I get this msg:
"To help protect your security, Internet Explorer has restricted this file from showing active content that could access your computer. Click here for options."
How do I turn this off? I find it annoying to have to click that msg at the top and then tell it "Yes, I am flippin' sure I was to run the page".
I have gone to tool/popup blocker/popup blocker settings (as stated in the HELP file) and cleared the checkmarks. This does not turn it off for pages run locally just for popups on the web.
Switching to Netscape, Firefox, etc is not an option as the pages need to work in IE. Oh, the security setting in the popup settings was set to low as well. Actually, popup blocker is turned off as I have my own software to handle it.
I am at a loss. Can someone help me please

Answer:
Well first off, that message isn't for pop ups. That message is because you're calling javascript and flash, actually languages.
Try going into Tools, options, Security tab, custom level, and then scroll down to "Misc" and in that section, enable "Allow web pages to use restricted protocols for active content". I believe that will help fix this problem.
