I hope it wasn't you. They should not just be selecting anyone for an HR position, it is a very imporatnat position to be in. If you have no idea what you are a doing I would suggest to take a course right away.
Edited to say: You forgot about the people. You will also need to take care of employee issues and all sorts of other things.

Go to each department and introduce yourself. Put together a project plan. Get a flow chart - lots of "stuff" - don't forget to review personnel files!
Get a really hot looking personal assistant
