A Resume typically has several sections, including but not limited to:

*Education

*Experience
Special Skills
Organizations

They should be easy to read (use white space) and should be at maximum one page. Your resume is your primary method of marketing yourself and serves one purpose only:
TO GET YOU AN INTERVIEW
That is it's only purpose. It should reflect your greatest strengths. If you're weak in some areas, include only the minimum information necessary for those sections, or don't include them at all (depending on how important the section is.)
With that said, here are a few tips:
(1) HR Managers are busy people who love BULLETS

~possible
(2) Quantify, quantify, quantify.
Which sounds better: "improved sales since first hired" or "increased quarterly sales revenue average of 47% since November 2003"
(3) List the most relevant information first. Seeing as how you are applying for a technical position, you would probably want to list your technical skills towards the top. (Many HR Managers never make it past the first third of a resume.)
(4) Tailor your resume to the specific company and position (this can be done rather nicely through the objective statement).
