Do you find that Human resources departments not in touch with what hiring managers are looking for ?

Yes I totally agree with that! Well done you! I have got an interview with a manager before after being told by Human Resources there were no vacancies. They don't have a clue.
Yes, I guess it depends on the size of the company though. But, especially with larger companies I have seen good examples of this. To HR's defense though, I suppose that its just not possible to be an expert on everything.
Very much so, yes. Often the hiring manager is looking for good on the job skills whereas the HR department are looking at Corporate Goals - these are not always the same. I would always prefer to have people who could do the job but HR often want "company men / women" who will fit the corporate profile. Sometimes you find a candidate that fits both profiles - but often they don't and one of them has to win and get their pick.
I just had a phone interview with an HR rep. She liked my resume and forwarded it to the manager. She promised to call me, which she didn't. And when I did call, she told me the hiring manager is looking for an internal candidate before they look outside. I knew she didn't know about the inside scoop, bcuz she never mentioned it in the interview.
My chances, I know, are shot now, because it would be best to hire internally than to hire externally.
