Do corporate human resource managers use outside employment reference checking firms?

Question:

I am considering starting an employment reference checking firm. If you are involved in recruitment or hiring for a company, do you use an outside reference checking firm? Why or why not?

Answer:
Outside of occasionally using a detective agency for certain highly sensitive jobs, we always do reference checks ourselves. This does not take a whole lot of time and we control the process. Thus, there is less risk in the wrong questions being asked.
