What is the contribution of Human Resources Management in the improvement of working environment of a company.

According to my organization HR Management is responsible for obtaining and providing(to the higher management) valid info about the employees.
like when a project needs 2 architects, 1 typist, 1 DBA. , your job is to provide the higher management with a list of the best people for the job, That will make it easier for them to make a decision based on your info.
I think "Catbert the Evil Director of Human Resources" from Dilbert should be the one to answer this question. Then again, his title says it all.
In theory, it should be to make sure mundane tasks such as payroll and benefits are processed properly. A paid worker is a happy worker at least.
In reality, it seems their duty to make working conditions so harsh that any employee who really doesn't like their job will quit on their own accord without costing the company money in unemployment insurance or lost production time.
The job title of Human Resources should be changed to read
"Employee Rancher" since that seems to describe their job more accurately.
First you need to define the working environment both in terms of what it currently is and what management wants it to be. For example, what is the turnover rate, how does it compare to similiar organizations? How do you measure workforce productivity within your company? How many positions are filled with internal promotions vs. outside hires? Do people have the skills that the firm needs. Is the firm growing faster than its competition? Are people excited about the firm and do they readily work overtime? Once you figure out how your going to measure the environment, then you need to set targets for desirable performance. After that is completed and senior management has bought off on the metrics, HR can develop a plan of action that allows all facits of the organization to collaborate on improving the working environment so that the targets are met.
