mention the specific topics you covered. in your key skills portion, state that you are trained in hiring, interviewing, strategic planning, etc. use those key words.
Stress the fact that your HCM/I experience dealt directly with solving people's problems. List (separately from your resume) examples and situations you handled successfully. Armed with a few problem solving examples, you should be able to combine that experience with your ed creds and build a convincing CV.

Hmmm... What I would do is prob. approach a few small business owners and ask them if they'd be intrested in setting up hr policy and procedures manual. Explain to them that it will cover any questions any new employees have, and maybe even cover them in any potential liablity. Your prob going to have to do this on the side do about 2 or 3 businesses, your probobly going to have to foregoe any fees, so in other words your not going to get paid. But on the plus side you can put that you were a hr consultant, and if you do a good job you can use the business owners as references. So this way your not going in the business with out any work experience, which I'm sure you know usually results in lower pay. Hope this helps.
Start moving into a position where you are supervising people. Talk to your current boss about about being appointed to the hiring committee. Also talk to your current boss about exanding your duties.
