The idea is to develop the capacity to do such projects. Experienced participants can create their own projects and keep funds internally.
Yes, one of the reasons that we do such projects isn't just to build a dam or to create a waste-management plant. These are good things in themselves.
But remember the old saying, "Give someone a fish and he'll eat for a day; teach someone to fish and they will eat for a lifetime."
The training not only helps them to keep up the project - thereby releasing our time, energy, and funds to go elsewhere - but it also allows them to begin building their own infrastructure.
This isn't to say that all projects are worthwhile. Some ARE paternalistic or are ill uses of money but good projects that are geared to the local economy and culture pay for themselves very quickly.
