The above answer is right. BUT, there is a factor that too many people forget to think about. THE PEOPLE!!! The relationships the project manager makes with their team, management, stakeholders, customers make all the difference. The best plan in the world is useless if you don't have buy-in from the right parties. People don't take ORDERS like they used to. There has to be a reason for them to commit to your project. They are probably already committed to several other project teams in your organization! Just a thought from many years of experience of both doing and teaching project leadership! Good Luck!
Project Planning: Planning is just that,planning. What is the end product and how is the best way to get there? There are many aspects of the project that needs to be addresses: cost, where is the financing coming from, location, material availability, time, who is going to do what, permits, etc., etc., etc.
Simple example: I am going to bake a cake. Sounds easy. I get out my recipe, start putting ingredients in the bowl. The last ingredient is an egg, I don't have one in the house.
Hopefully, planning will help take care of lots of basic aspects of the project. There is always going to be things that come up that will have to be dealt with as they come.
Management: Some one has to be in charge. Who is going to address anything that comes up while it is being done. Someone who is responsible for the project to be completed in the best way.
There is a budget: the plumbing subcontractor decides he likes gold fixtures. He goes out and buys the ones he likes. They are 15 times what the plan indicated they should cost. He indicates he was not told he couldn't, nobody was there to ask, he liked these, etc.
Both are very important!
