Right: so you you need to come up with what the program will do (requirements) and (most likely) how you are planning to satisfy those requirements. So - come up with major components that will satisfy each requirement and keep breaking down each component until you get the granularity you need. So if your teacher wants to know how it will work down to the API calls you will need, you'll probably end up with ~ 10 major sub systems, with ~ 20-40 parts to each sub system and any number of functions per part.
