I understand that I need a work permit, and that I probably need a job offer and a Labor Market Opinion (LMO) from Human Resources and Skills Development Canada (HRSDC), stating that that the proposed employment will not adversely affect Canadian workers. However, I also believe that NAFTA allows for more open standards north and south of the border. Can someone clarify this for me?
Look at NAFTA article 1603 section-D, if you qualify under this section you can get the work permit at the border.
You have to have a degree and have a job offer.
