PM role is to over-see the entire project. He must make sure the construction is executing according to the design by engineer, schedule, safety, and terms & conditions set as in contract. There are three things make up project management: cost control, scheduling control, and quantity take-off control. If you could manage these three things, then you got yourself a pretty good project. Usually on a multi-million dollars project, there is a team called project control that made up 2 or 3 persons to help the PM. They will assist the PM to manage the cost, schedule and quantity take-off and let the PM concentrate more on just the construction side.

Basically, Construction Project Managers ensure that all activities pertaining to the project happen at the right time.
For example, if the project was to build a house, the project manager would need to make sure that the concrete foundation was poured before people like plumbers showed up to install the sinks, etc... They make sure that materials are ordered far enough in advance so that people aren't waiting around some days without supplies to work with. They make sure that building permits and the like are procurred from the building authority.
It's a job that involves keeping track of a lot of little details and talking to many people to make they all stay on track.
