made some improvements and don't want to lose him. I can't give him a raise because of company guidelines how do I motivate especially since with the increase in health costs he no takes less take home pay.
If this person is a salaried person, I would be very honest about what his actions are and what the consequences are. I would make a plan that would include an incentive of some sort at the end of a 60 day period (for example). New office furniture? A gas card? In these times there is always someone else for the job if he does not perform. Consider flex time scheduling also.

A pat on the back-Let him know you value him in words

I would call him aside and tell him you can see he is trying and you really appreciate him and are happy you hired him.
