The CIPD conference held in Harrogate every year is free in terms of entrance. You have to pay to attend the seminars, but there is usually a huge number of exhibition stands where you can find out all sorts of things and make some very useful contacts and entrance to that is free.

Other than that, try ACAS and see what they offer. They promote good practice in the workplace so, even if they do charge, it will be minimal.
