most offices have many people that sit at desks within human resources. A Bachelor degree will get you most human resource office jobs. There are many people though in HR without any degrees. There are others with advanced degrees. It depends on the type of office / how many people work there and what the company can afford.
Most likely, the person is an assistant or human resource representative. To be an HR Rep you more than likely need a degree. The assistant positions may just require strong communication and organizational skills, extreme knowledge of Microsoft excel and an accounting background of some sort. The easiest way to probably obtain one of these positions without a degree is to start in a basic office administrative assistant position and show off your good math and organization skills. Try taking some business courses to add to your resume, obtain some professional certificates and put your best foot forward. HR is an excellent career choice. It's also great for people that are undecided about their career because every type of company has at least a HR rep working for them. No matter if you want to work with animals, children, elderly people or whatever. You can also make a pretty decent living.
