What do we mean by ' keep-the-lights-on ' ?

Question: its in context to software project management activities..so I was guessing what do we exactly mean by this term ? Is it related to R-A-G (RED-AMBER-GREEN) status used for project activities ?

Generally, it means, "Dont stop waiting to try and force any action to happen. The action will eventually happen, so 'keep the lights on.'"
