Yes and No. Because there are variables like unemployment and the job pool of qualified applicants. If the job is very technical and requires special skills or training it will be harder to fill those positions. If the position requires no special training or skills then planning for the long term will help to fill vacancies quickly.

Human resource planning to develop and have the proper amount of staffing only works if the company is also able to keep these employees. I used to work for a large, very large, transportation firm. They are losing 30% of their work force in 2007 due to retirement. The company is also having a large problem right now with turnover. People are quitting because of the way the company treats their employees. Ex getting paid 9 hours and working 14 or more. Being told that the company owns you Monday through Friday. Things like that. The company has developed a pride in the current management staff for "surviving" through the hard times they were put through when they first started and now feel that the people who are recently coming into staff should have the same attitude. Another problem is that there are people in high up positions who did not work their way up through the company like others. This means that they do not understand things they want to happen or how decisions made in the staff level operation affect operations. Sorry I went on a bit long on this, was just trying to give some insight as to why I feel it is a yes and no answer.

In short the company is trying to get people to fill the positions that will be opening in 2007, but are having problems keeping younger employees with the company.
