The State plans to have at least one technical training institute in every district to produce workers with a higher technological know-how. The largest share of the state's budget has gone to primary education and Rs 34130 million would be spent. In the next financial year, 200 primary schools would be upgraded into secondary schools while 200 schools would be converted to higher secondary schools. A new university would be opened at Bikaner.National Law University at Jodhpur to become functional. A poly-technique institute would be established in Churu. Government has kept the door open for participation of private players in the government run industrial training institutes
I think Human Resource development means to use the human resource effectively in a working area. Example to give more training to employee etc.
