Why is important to know who each of the project stakeholder groups are and communication to them specifically

Because you need to set and manage their expectations. If you don't know who they are, you don't know what their expectations are.

If you not managing their expectations, when the project is complete you'll find that a bunch of stakeholders didn't get what they expected.

If you don't tailor the communcations to the specific groups of stakeholders then they won't be effective.
