I believe that there are different meanings because of the various functions HR managers perform. They're so many specialized areas that one can concentrate in, so HR can have different meanings. For example payroll, hiring, dealing with benefits,and implementing training.
Well, for one, it's not an exact science like say Mathematics, hence the absence of universal agreement on objectives, processes, methods etc. Which is also why, you will see HR practices varying considerably in different organizations, cultures and geographies. It is, after all, more about human behaviour than anything else and there is no one perfect approach to it.
There are 2 reasons
1. HRM deal with people and that involve leadership, behavior, organization development, training, conflict management, payroll issues, etc.
2. Change in business focus due to technology advancement, globalization among others

The latest view is people are most important asset in a business and therefore HRM function is to plan, build and manage human capital
