a human resouce manger is bascially in charge of communications between staff and managers etc, there job is to interview future workers/fire any old ones/ deal with any complaints from staff/customers etc. whether that be that you got harassed or that there wasnt enough coffee left and you need your coffee etc, they are the bridge between the staff/bosses and customers. hope it helped

He or she is the person who handles the employees (human) resources of any given entity. He will take care of their training, advancement, motivation etc. He or she is not a Personnel manager or training manager , he/she are more than that.
Human are also termed as "resource" in an organization...so the duty of HRM is to manage (recruit especially) this resouce also called as Workforce of organization.
