The first thing you need to determine, is what Masters degree you would like to do. If you want HR, then look for a Masters degree in Industrial Relations or Human Resource Management. MBA is a different degree so chose which one you would be happiest with. An MBA is more general and HR is more specialized.
Start looking at schools that have the best reputation for the program you want to do. Contact their admissions offices. It is very likely that you will have to take the GMAT test (possibly the GRE for HR). If your first language is not english, you will likely have to take the TOEFL test as well.
Make sure your immigration papers reflect your status as well (ie. student visa, working visa, etc.).

- contact admissions for requirements
- study and take tests (GMAT, TOEFL)
- get transcripts translated into english
- apply well in advance of deadlines
