Companies are moving away from having an HR department for hiring. They either have the front line manager do the hiring, or outsource to an employment agency.

Think of it this way. In a company with 50,000 employees, they likely only would need a dozen HR managers, who aren't going anywhwere, because noone is hiring Hr managers
