The software part is easy.
The development of quality questions and thought provoking multiple answers is the hard part.
i have taken an online iq test. and some from the books. if you were to make a software that calculates the iq of a person, you will need a few expert in certain fields, such as mathematics and language. then, you will need a system that analyses each type of answers chosen by the person(s) taking the test. and then, you can make a calculator software that calculates the iq of the person(s) you are assessing. most iq set of questions must be answered in a specified time. and hopefully, answered by one person only. i failed to see that in the online iq test that i have taken. i wish i could give you examples, but sorry i've lost the web address of the web page. good luck.
