In an APA style paper, do you capitalize while referring to the human resources dept?

Question:

Answer:
If you are referencing a specific human resources department within a company, then the answer is yes. If you are merely stating something about a human resources department, then no.
Example: Louisiana State Human Resources Department ( this is the proper name)
Example: I work in the human resources department (not specific company)
I'm almost positive about this.
