Need software to shuffle questions?

Question: I plan to give a test Online having 15 questions. If a person does not pass, I plan to give the same test again but the questions shall be shuffled(order will change).
Is there any software which does this ?

Answer:
You can use a spreadsheet. Then resort.

Another way is to put things in a regular word processing document and cut and paste into another one.

Depends on what you prefer to do.
