Can six sigma be applied in a small company/organization? more so in a service (IT) industry?

I think the concepts of six sigma are industry independent, in that you could use for any type. I think they are using six sigma for things as diverse as education. Maybe six sigma could take a hold of in social non-profit organizations to solve significant social issues. That would be interesting.
