Can the entry requirement to university be a hindrace to human resource development?

Universities must have minimum entrance requirements so
that students who have not received a proper education
to benefit from the universities offerings do not waste
their time attempting to learn something for which they are
not prepared. To do otherwise would be a hindrance to the
development of the student and those associated with him.
That would be a waste of a "human resource".
Its got to be along way for your fam but when you work hard you can be a doctor
