What does TCPIP.sys error mean? And when would you get a error like Driver IRQL_not_less_or_Equal?

Error appears on Server.
Connection from hub distributed to client nodes.
Cross Cable from Hub taken to Wireless Modem for connection & distribution.
Def Gateway - 192.168.1.1 (from modem i.e.)
Server - 192.168.1.100
Client machines - 192.168.1.101 - 150
If the modem is switched off, network conx is lost.

Try to install the Service Pack.
And try to reset your tcp it.

I never encountered this problem before, but my instincts tell me that your TCP/IP stack is corrupted, especially since you're talking about sys files and an error in your IRQ table. Being that is a major part of the operating system, I suggest re-installing Windows Server 2003. It's a ***** but I think this is the only way to get out of this mess.
