The easiest solution is to ensure that both computers have the same username account on them. The problem is that since you (probably) are not using authentication to log in, each windows machine only trusts the accounts it know about.
So if "Bill's" computer does not have a "Ted" account on it, and vice versa, then neither one will trust the other.
So without setting up a common domain and using an authenticating machine for that domain, the easiest way is to simply add the other user accounts on each machine. Should fix it.
Even though you can see his computer when it is connected to your wifi network, it doesn't mean you can access anything on his computer. You have to have permission to access files and folders on other computers, to do this the person that operates or owns the target computer must have his filesharing flag set which will require a password, and you must know that password to access those files. If you intend for him to be able to access your files and folders you must also set your computer to file sharing allowed.
