Answer:
Well first do you know if this is a Software issue or Hardware. Check the Video card/Moniter connections and whatnot first..if that does not help then go to a software level. Try booting up the system in Safe mode by holding the F8 key when you restart your system. Windows Xp will boot up using Defalt drivers.

If the system then works and shows your desktop then this could just be a driver issue and Uninstalling/reinstalling the Video drivers should fix this. If you are still not getting a desktop then this could be a Hardware issue/ bad video card.
Edit: Start at the Hardware level. If you can test the Moniter and Cables on another system
Feel free to PM me
a system restore might help..
start, all programs, accessories, system tools, system restore
and choose a date you know things were right
The file - C:\windows\system32\ ntoskrnl.exe - is the original, animated XP boot screen. (note that I had to put a space after system32\ in order for the entire file directory to show up correctly here).
Try to locate that file. If it is not there, which is what I'm assuming the problem is, then you may need to get your Windows XP CD and perform a "Repair" after booting from the CD. If that doesn't work, try locating the above file on the XP CD and manually copy/paste it back into the file directory mentioned above.
Good luck and feel free to email me if that does not remedy your problem.
wait... does the computer work correctly, you just don't have the startup screen? if the computer seems to be working fine, I would forget about it
have you tried resetting your BIOS by changing the jumper's position? I experience that twice. Once after tweaking the BIOS and then again after installing my RAM incorrectly. If you still can't fix it, email me back.
hmmm...fist go to your bios setting and load your default/safe bios setting, save and exit.
if it didnt work again...check out your HDD LED on your case when the black screen appears. if it be ON consequently, probably your boot.ini file was courupted or deleted or even your Hard Drive partitions unpartitioned and you should format and repartition it again.
