Is this enough infomation for a police department to start an investigation?

To Whom It May Concern: I wish to file a complaint regarding the conduct of a police officer.

COMPLAINT DETAILS

Date of incident: (07/06/06)
Time of incident: 1:55 p.m.
Location of Incident: Gerrard St. E at Parliament in the park at the fountain.

Time reported: First contact call made to 911 @1.57 p.m.
Time reported: Second contact call made to desk sergeant at 51 Division @2.22 p.m.

I am complaining about the conduct of one of the Toronto Police Service 51 Division officer Badge #9976. I was sitting by the Toronto Public Library on the Southside of Gerrard St. across from the park. (Resting for a bit after doing some shopping on Parliament St.) As I was sitting there I witnessed an assault by a police officer on a young man in the park. What I witnessed was as follows, I saw to police officers walk up on this young man sitting on a bench in the park and begin talking to him. I watch as both of the constables pull out pen pads and began writing in them, it looked to me as if the one office wrote out a ticket and handed to the young man. The young man seamed to exchange a few words with the officers as he got up off the bench and walk toward the fountain. While at the fountain the young man bent over to what look to be to wash his hands. As he had his back turn toward the officers and bent over the fountain, I witnessed the one office kick the young man in the behind pushing him over into the fountain. After picking himself out of the fountain he became very irate with officers exchanging more words. At that point the officers quickly put him in handcuffs and forced him to the ground. Then the officer that had kicked the young man into the fountain proceeded to punch the young man in the head several times.

I was shocked by the officer behavior. At that point I walk across the street to speak with the office and ask him for his badge number he refused to give it to me. I followed the constables over to there patrol car and I pull out my cell phone camera and took pictures of them and their vehicle. They put the young man in the back of vehicle and I noticed that he was bleeding from the head. So I took more pictures of this. I then walk away at that point three people came up to me stating that they had also witnessed what had taken place. One woman had some how gotten the officer that assaulted the young man to give her his badge number and she in turn gave it to me.

Hate to say it but you should have wrote sooner. The longer the wait on a matter of this nature the more likely it will be forgotten witness are a bit vague on answers. But hell give it a shot. I love chaos!
Mind your own business. What you think you saw is based upon a lack of knowledge as to what was actually occurring.
I would absolutely agree that there is enough information here to file a complaint against the officer for misconduct. Being that you were across the street at the time of the incident, you were not able to hear the exchange between the officers and the subject involved, but as a "witness" to the event you do have the right to report it.

It would have been much more appropriate and effective to report it immediately after the incident, as it would have been easier for his supervisors to invewstigate it at that time. There may have been other complaints issued reference that same event, and due to the time lapse in the reporting, the matter may have already been taken care of.

I would still suggest that you file the report with his supervisors, but be prepared to have to make a statement to them at a later time regarding the event.
Do you know what they where saying? If it was really a big deal then wouldn't the young man have complained? if you feel compelled then by all means do it but do consider all the possibilities of what happened beforehand.
You bet. Correct you grammer though. In one of your paragraphs you use the word "to" when you mean "two." Everything else looked good though. Be sure to save your images and maybe store a copy of them in a safe place in case they are needed later.
