Answer:
If you are authenticating to their network then it might be Internet Explorer. Download Firefox as you browser and see if that works.
Also make sure the built in firewall is disabled in XP...Use the help feature to find out how, a few easy steps. Also disable any other firewall software as a test.
When you are connected, go to start>run. type "cmd"> in the little black screen type 'ping www.yahoo.com' with out the quotes. You should get four replies. If its timing out then its your most likely your ISP...maybe your modem. They do go bad (even if its new).
You can also open Internet Explorer>Tools>connection tab> look for the dialup account you have in there and highlight it> Settings>Make sure Automatically Detect Settings is checked. Leave the others unchecked.
Your Host file might also be the culprit, in which case I would suggest calling your ISP and asking them to walk you through the steps to check it. Its not hard, just a lot to type out.
Another thing you might want to check is your dialup connections configuration and make sure that everything is set to dynamic. Right click you dial up connection>Properties>Select TCP/IP in the protocol list and go to its properties>make sure everything is checked to automatically recieve settings. Click Advanced and make sure you do not have a Default Gateway IP address anywhere in there.
You can also try a new modem, you can find them super cheap any where (under $20). They come with very simple instructions and are easy to install.
Also, if you do call you ISP again ask them to help you check you "Init-String" on your modem some times that could be whacked out.
Truth is it could be a bunch of different things or several things at the same time. Hopefully my steps might help out.
Best of luck.
