Can I get charged for a surgery that I did not go through, they charged my health plan card?

Contact your health insurance company and explain the situation. Sometimes if you do not cancel an appointment with a certain amount of notice, hospitals, labs, etc... can charge you a fee for it. It depends on your insurance plans contract with that company.
Did they charge you or the health care plan?
Call your health care plan and tell them what happened. They might not be too happy.

If you broke their rules and cancelled within their cancelation policy then you are liable for the charge. Most medical facilities and doctors now have policies that if you fail to cancel within a time frame that you will be charged for what you where to have done at the appointment.
Sorry, but the bill is your's, and you must pay it, however just make small payment amount like $10 each month, this will show a regular payment, and prevent them from suing you, or reporting you to the credit bureaus. Basiclly the law says medical bills can't be reported/sued for as long as you make regular payments to show you are going to pay it off, even if it's a small amount. They might try and force you to pay a bigger amount, but they know they can't force it to be bigger.
If you contact your insurance company they will take back payment unless your policy says it will pay for canceled appointments, and then YOU will be responsible for the ENTIRE amount, not just the amount after insurance payment. Not telling is insurance fraud, but if you tell them they will require you pay the amount since their not liable under your policy. Note there's never been a policy I've seen working with medical insurance that covers charges for when you fail to cancel/showup, and they do NOT prevent the hospital/doctor from charging YOU for it though.
