I want to cold call company's and sell group health and 401k plans.What are the law's?

you are a hero! You WANT to cold call? Cold calling is not normally wanted by anyone with a brain, so you must be a real exception!
As to your worries...There are no 'laws' that prevent you calling on companies to sell them anything. There are, naturally, armies of people who take any attempt to sell them anything as a personal assault and will resist valiantly, so your job may be made harder.
It is, or can be, illegal to enter military establishments (bases, etc.) without prior authorisation. Some government buildings, too have strict 'sales entry' policies.
You may find that cold calling is NOT the best or most effective way of trying to sell. If you call first and arrange to see someone, then your eventual selling chances will be that much higher and you won't have spent half as much on gasoline or used as many hours to actually get to meet your potential customers.
Small businesses especially are much happier if you call first. Having someone knock on the door trying to sell them health insurance when they have a high work load will not get the best of their attention. Yet, when meeting at a quiet time, you'll be welcomed better and listened to more intently.
There is a place for cold calling (and some people are very good at it) though it is something I'd rather avoid.
