College/university: Looking for a city school w/ good art program in PA OH or FL preferabley?

It sounds like you are seeking a college or university and not an art school since you are looking for well-rounded general education too.
Three schools that are consistently recognized for top graphic design programs and are not art schools are:
North Carolina State University
VIrginia Commonwealth University
University of Illinois at Chicago
Penn State is more illustration oriented than these but also has had great graduates over the years.
The program at Ohio State has also been a good one.
Some of the above call their programs graphic design; some call it visual communications. Same thing.
In looking for a strong graphic design program, look for coursework specifically in typography and history of graphic design. It's a pretty safe bet that the best schools will have these courses and others won't.
If you get accepted to a good program at a good school, and you are doing well and excited about design, the chances of getting a good job are very strong. Having the university education can make you a stronger designer as well because you'll have a broader knowledge base in other areas to both draw upon for concepts and to give you some common ground in talking with clients and understanding their needs.

Many, many schools fit your criteria. Simply go to http://apps.collegeboard.com/search/inde... and you'll be able to make a custom list of schools with that major, in the states you want. (You can skip all the other questions if you'd like).
Just look for schools that aren't simply art schools, and you should be fine.
